EXPERIENCE:  Health Resources and Services Administration, New York Field Office

2005 – Present I have worked as an independent health care consultant since leaving the government, participating in on site performance review assessments of community health center, HIV AIDS, Healthy Start and health professions programs, developing federal grant proposals, foundation grant proposal and providing training to community health centers.

1968 - 2005 From 1968 – 2005 I was employed by the Department of Health and Human Services, Health Resources and Services Administration in a variety of positions with assignments in New Jersey, New York City, Ohio and in the New York Regional Office. Prior assignments include disease control activities with the Center for Disease Control (CDC) in NJ, NY and Ohio, health planning, National Health Service Corps placement and the Hill-Burton uncompensated care program. For the past several years, I have been the Regional Program Representative for Primary Care to the State of New Jersey.  Like many in government, I wore many hats, some of which include: Regional Point of Contact for Integrated Services Delivery Initiatives, the Federally Qualified Health Center (FQHC) Look-alike program, issues related to JCAHO Accreditation and team leader for onsite performance reviews. I also participated for several years as a reviewer for New Jersey’s MCH Block grant.

I have excellent skills in management and strategic planning. In the past, managed a staff of 15 conducting disease control activities, managed, the combined chest clinic at Bellevue Hospital in NY and provided technical assistance to planning (Health Systems Agencies) both in New Jersey and New York. I routinely provided assistance to NJ’s Department of Health and Senior Services, FQHC’s and outside agencies in the development and implementation of strategic and operational plans. I have routinely provided and encouraged interested grantees in the development of collaborative relationships both among FQHCs and outside health programs.

I have excellent written and oral communication. I have participated in on site and panel reviews of a variety of federal grants, including Community Health Center HIV AIDS programs, Capital Funding and Integrated Services Network proposals.

My MIS/IT skills are outstanding. For several years I  served as our office’s backup IT manager and when our former IT Manager retired, assumed total responsibility for several months while the government recruited a replacement. I am familiar with a variety of software applications including Microsoft Office (Word, Excel, and PowerPoint). Using Adobe Acrobat, I developed a ‘data warehouse’ of federal policy documents on searchable CD ROM disk that was widely used by Federal staff, consultants and Community Health Center staff.

1967 – 1968 I began my career in public health with the NJ Department of Health, STD Program and assigned to Jersey City. A year after my employment I was offered a position as a federal CDC employee and continued my assignments in NJ in STD control.
